[ath_hal] add locationing / tx-beamforming RX status descriptor decoding.

* LOC_INFO is mostly just "did this packet come with a locationing
  timestamp instead of TSF";
* Decode not-sounding, uploaded-data, data-valid, data type and
  number of extension spatial streams.
