netlink: Fix RTA_MULTIPATH on RTM_GETROUTE
Before this patch, netlink never returned RTA_MULTIPATH. Also, add RTA_MULTIPATH attribute in way that don't confuse non-mpath support consumers. Differential Revision: https://reviews.freebsd.org/D56188
