arm64: Add RSI detection for CCA
Detect the presence of the Realm Services Interface (RSI). This detection is performed early in bootup; PSCI initialisation has been moved to initarm() to faciliate this. Reviewed by: andrew Sponsored by: Arm Ltd Differential Revision: https://reviews.freebsd.org/D56598
